NOTE: Although it seems very possible that this is the same Otto Abeling, since he had previously filed patents, we have no other information indicated that Otto ever resided in Washington DC.

Our best guess at this time is that this is Otto Abeling, who most likely lives yet in Moscow, Idaho. Looking at the patent in detail - you will noticed that the drawings contain the signature of Otto's attorney - not Otto's signature himself. It could be that Otto drew up the sketches of the invention and then had his attorney file them.
